Minister for Communications and Digitalisation inaugurates new NCA Board of Directors

On Monday, 4th October, 2021, the Minister for Communications and Digitalisation, Hon. Ursula Owusu-Ekuful inaugurated the Board of the National Communications Authority (NCA) at the NCA Tower in Accra.

On Monday, 4th October, 2021, the Minister for Communications and Digitalisation, Hon. Ursula Owusu-Ekuful inaugurated the Board of the National Communications Authority (NCA) at the NCA Tower in Accra.

The Board was established in accordance with Article 70 of the Constitution of the Republic of Ghana and Section 6 of the NCA Act, 2008, Act 769, to ensure the proper and effective performance of the functions of the Authority.

The Board is chaired by Mr. Isaac Emmil Osei-Bonsu. Other members include Mr. Joe Anokye, Mr. Kwabena Adu Boahene, Mr. Alex Nii Katey Bannerman, Hon. Ama Pomaa Boateng, Mr. Patrick A. Boateng, Dr. Eugene Owusu and Madam Ama A. S. Daaku.

In her inaugural address, Hon. Ursula Owusu-Ekuful lauded the NCA for its deployment of innovative tools and systems for monitoring and regulating telecommunications and broadcasting services which have attracted sister regulatory bodies from various parts of the continent for study tours to Ghana and for benchmarking.

She made particular mention of the recognition of the NCA Type Approval Laboratories by the International Telecommunications Union (ITU) and the subsequent designation of the Authority as a training partner for the ITU. This, she said, showcases the NCA as a world class Regulator and a leader in West Africa.

She charged the new Board to work assiduously to leave an indelible mark on the industry.

She also reiterated that Spectrum is a very scarce and important resource with implications for service quality and Government revenue. She therefore, urged members of the Board to ensure that Spectrum and other resources are managed judiciously.

She also admonished the NCA Board to anticipate trends in the industry and make appropriate decisions to satisfy stakeholder interests especially those of the consumer.

On behalf of the the newly inaugurated Board, Mr. Isaac Emmil Osei-Bonsu, the Chairman, thanked the President of Ghana for the appointment and pledged the Board’s willingness to work cohesively with the Management to position the NCA as the leading communications regulator in Africa.

He assured the Minister that the Board will work with all stakeholders to ensure a successful SIM Registration exercise.

Mr. Osei-Bonsu thanked the previous Board for their efforts in successfully leading the organization through the COVID period. He assured the Minister that the Board will find the best way to regulate the industry without stifling innovation to meet the expectations of Consumers especially with regards to the Quality of Communications Services.

He added that the Board will apply fair, consistent and proportionate regulatory approaches in addressing the issues which will come up for consideration by the Board.

Per, the enabling legislation, members of the Board shall hold office for a period not exceeding four years and are eligible for re-appointment but a member shall not be appointed for more than two terms. However, this does not apply to the Director General.
